Not a silly question at all, if you don't know what it is.
It's the fluffy fibers from the seed pod of the kapok tree. http://en.wikipedia.org/wiki/Kapok Here's 303SMLE standing by a Kapok Tree at the Botanical Gardens in Durban.

Make sure it is 100% cotton, not the synthetic stuff the stores pass off as cosmetic puffs. The medical Rx stuff is cotton and can be found in almost any store
carrying medical supplies.

On my MH rounds, I'm using a 468 rcbs mold that drops bullets 20:1 at 535 grains and 469 unsized, I lube by hand since I don't have a 468 sizer(bore is
468),
I use 85 equivalent volume of pyrodex RS, with a half a cotton ball stuffed in, and a single .03 poly wad on top, to take up the extra space, I'm seating them out about 2-3 grooves so that the bullets are just touching the rifleing, as that gives me better performance than a slight jump. since the neck is large in my rifle, I'm only neck sizing the top 3/16 with a slight flare to seat the bullet to avoid over working the necks with my lee die, and don't seem to need any crimp, taper or otherwise.
